I. ARGUMENTS
The Kasaï region is a post-conflict zone. Between 2016 and 2018, it experienced an armed conflict which pitted the defense and security forces against elements of the militia attributed to Chief Jean Pierre Mpandi.
The recurring clashes between the antagonists had caused serious violations of human rights, which could be qualified as crimes against the peace and security of humanity, according to the Report of the Team of International Experts on the situation of the Kasai.
Indeed, the month of March 2017 was fateful. During the first fortnight, precisely on the 12th, two UN experts Zaida Catalan and Michael Sharp perished at MOYO MUSUILA, not far from the City of Bunkonde, following a heinous and heinous crime.
Two weeks later, from the 28th to the 30th, a punitive operation carried out door to door by the defense and security forces had sown real desolation in the commune of Nganza in Kananga. The civilian populations were killed and wounded by bullets. Their most precious possessions were looted and the women turned into a collective space for rape.
The fight against impunity initiated as part of the judicial response to the crisis has not yet produced significant results. The judgment rendered by the Military Court of the former province of Kasai Occidental, on January 29, 2022, in the murder case of two UN experts Zaida Catalan and Michael Sharp did not allow, according to several comments, to make uncover the whole truth.
Meanwhile, the many victims are abandoned to their sad fate. Every day they lose the glimmer of hope of being restored to their dignity, because they observe that everything passes, except the heavy mocking past of their deep wounds.
Moreover, the collective memory of Kasaian society is threatened by a kind of amnesia, while it can help to rebuild broken social ties and resolutely promote reconciliation and peace.
In order to honor the memory of the deceased victims as well as those who are alive, and to avoid that the individual and societal wounds left by the massive violations of human rights can prove deeply prejudicial for the Rule of Law that the Democratic Republic of Congo, the Congolese Society for the Rule of Law is organizing the second week of victims in the Kasai region in March 2022.
II. OBJECTS.
This commemoration aims to allow Kasaian society to collectively remember the past, in order to preserve from oblivion, abuses, atrocities and other violations of human rights, with a view to building a peaceful and just future.
It also aims to honor the victims and the heroes, and thus avoid the mistakes of the past and seal reconciliation.
III. EXPECTED RESULTS.
This commemoration tends to obtain the following results:
The unfortunate memories that marked the past of the Kasai region are preserved;
An explanation is given to the past and a meaning to the present;
Feelings of belonging to the same identity are reinforced;
The history of the Kasai region is preserved from oblivion.
IV. AGENDA
Two activities make up the agenda. This is firstly the holding of a law café, and then a cultural day.
V.1. LAW CAFE.

V. BUDGET.
The financial forecasts for this activity are up to USD 2000 (two thousand dollars). They cover the rental of rooms, media coverage, sound systems, fees for the theater troupe and orchestras, the printing of banners and banners, invitations, transport, communication and the preparation of the final report.
The Congolese Society for the Rule of Law will contribute with the sum calculated at half of the overall budget. It reaches out to any natural or legal person in love with humanism for the cause of the victims to kindly put their hand in their pocket, to successfully organize this commemoration.
