September parliamentary session: “The Congolese Society for the Rule of Law formulates a sustained plea in favor of the materialization of opportunities for Transitional Justice in the DRC, now or never!”
At the forty-third meeting of the Council of Ministers held in 2020, the President of the Republic instructed the Government regarding the materialization of Transitional Justice opportunities.
The Congolese Society for the Rule of Law notes that it is now done, since the Government of the Republic has just adopted the bill establishing the fundamental principles relating to reparations for victims of sexual violence linked to armed conflicts and other international crimes which mark, without a doubt, the way towards the creation of the Victims Compensation Fund and the Truth and Reconciliation Commission.
The SCED judges that from now on, the destiny of the victims is in the hands of the elected representatives of the people who agree to return to seek the mandate in 2023.
Thus, it urges the Gourvenement to quickly transmit this bill to parliament and recommends to the representatives of the people to grant the examination of this text the benefit of urgency.
The SCED calls for the general mobilization of the Congolese civil society in its plurality to carry out a real lobbying in favor of the right to reparation of the victims who cry urbi et orbi their disarray and their frustrations because of the erosion of time which makes fun of their deep wounds.
