The provincial deputy Patrice Aimé Sesanga denounces “the hiccup” in the decree appointing the members of the provincial government of Kasaï-Central.
During an interview granted to the press on Friday, June 24, 2022, the former senator underlines that the executive secretaries should not be appointed on the same decree with the provincial ministers.
“There is a quirk that can be corrected, even executive secretaries with the rank of ministers are not ministers, so they will be treated as ministers in benefits. I am going to have the decree appointing the ministers also corrected, we cannot put the ministers and the executive secretaries on the same rank, that will pose a protocol problem,” he said.
The former president of the Kasai-Central Provincial Assembly wants there to be a correction that would make the first decree appoint the ministers and the second appoint the executive secretary.
“The consequence is that the executive secretaries should not consider themselves as ministers, they do not have the quality of ministers, perhaps they have the rank of ministers, that is to say in advantage. It is not necessary that one day when we present the minister, an executive secretary will also say I am appointed by the same decree. I wish there was a correction that the first order appoints the ministers and the second appoints the executive secretary,” he added.
Contacted by 7SUR7.CD to shed some light on this question which is the subject of debate within the political class in Kananga, Maître Ignace Muamba, lawyer and university teacher explains that the arrest has no problems, but detects ” worries” about the task of government spokesman entrusted to the executive secretary who is not a member of the government, according to him.
“The small concern comes from the fact that the executive secretaries are not members of the government, we cannot understand that someone who is not in the government can carry the way of the government. There are no consequences but there is some kind of confusion, the executive secretariat is an administrative body, while the government is an executive body, they exercise two different kinds of powers. How the administration can carry the voice of the executive,” he wondered.
It should be noted that Governor John Kabeya has made public his team of 10 ministers and two executive secretaries. This decision is contained in Order No. 1/14 (…) of June 23, 2022 appointing the members of the provincial government and the executive secretariat of Kasaï-Central.
