ECOSYSTEM VLG World presents the ANGELS NETWORKS

A new model for humanitarian reconstruction and community sovereignty

Virginie Guignard Legros, founder of ECOSYSTEM VLG World, unveils at the SUMMIT 2025 a visionary initiative to address the deepest crises of our time: war, forced displacement, identity loss, and the collapse of trust.
At the heart of this initiative are the ANGELS NETWORKS, proposing a new form of humanitarian and social intervention based on community trust, territorial intelligence, and long-term resilience strategies.

Born from emergency responses implemented since 2017 in Côte d’Ivoire and the Democratic Republic of Congo, ECOSYSTEM VLG World has evolved from a regenerative philosophical project into an operational system deployed in more than 17 countries.
The ANGELS networks are now active in Goma, Bukavu, and other critical zones, where traditional humanitarian systems have reached their limits.

“We are not simply aid providers. We rebuild trust, local governance, and community autonomy – step by step.”
Virginie Guignard Legros, creator of the REED charters, the Social Code, and the territorial NODES

2025: the turning point for the ANGELS NETWORKS

Created in 2020, the ANGELS NETWORKS were designed to connect individuals recognized for their goodwill within communities facing crises—whether climatic, armed, sanitary, or social. Their goal: to artificially rebuild trust networks in zones where violence prevents the natural emergence of social or environmental confidence.

In 2025, a major shift in scale is underway.

In Goma, three consortiums involving 34 local and international organizations are currently being deployed to establish ECOSYSTEM VLG World ANGELS welcome spaces, known as NODES. These spaces serve as anchor points for an integrated social and humanitarian emergency program, focused on prevention, empowerment, and local reconstruction.

The deployed program, titled FAMILY – SHELTER – HEALTH – FOOD (FSHF), is a locally adapted version of crisis response systems used during the COVID-19 pandemic. It aims to protect families from cholera and malnutrition, while disseminating training and information for crisis prevention and management. The ambition is to empower communities to act on misfortune, rather than suffer it passively.

Key concepts featured in the official video and SUMMIT document:

  • Territorial NODES: a network of localized spaces providing coordinated services (healthcare, food, ID, education).
  • ANGELS Networks: decentralized and voluntary networks that recreate social trust in destroyed or destabilized areas.
  • Anti-mafia strategies: community-based economic alternatives built on autonomous ethical structures.
  • Alternative economies: technological LETS systems, food corridors, and family-scale agricultural autonomy.
  • Strategic Labels: Labels for Copyrights, Water, Neutrality… providing a secured, inclusive, and ethical framework.

A living alternative to conventional humanitarian aid

In the face of conflict, corruption, and territorial abandonment, the ANGELS NETWORKS stand out as a powerful and ethical community-based alternative, rooted in local sovereignty and durable reconstruction.
The GOMA program, currently underway, includes medical triage, distributed logistics, and peace corridors co-managed with local authorities and regional stakeholders.

Call for partners – Ambitious projection towards 2035

ECOSYSTEM VLG World invites cities, governments, donors, NGOs, researchers, and citizens to join this paradigm shift, building a new form of humanitarian dignity based on territorial intelligence, shared power, and ethical reconstruction.
By 2035, the objective is to establish over 1,000 NODES, support 10 million people in empowerment pathways, and train 100,000 ANGELS across the world.
