Since the publication of the Provincial Government on Thursday, June 23, 2022, the Congolese Society for the Rule of Law has witnessed a resurgence, in social networks, of a very dangerous rhetoric that truly borders on hatred and tribal incitement, while the Province of Kasaï central has not yet fully recovered from its painful and tumultuous past which had compromised peace.
The SCED has taken note of the declaration of the Luiza community which recalls in particular the logic of Kasaian unity, evokes the existence of a Machiavellian project and even threatens the withdrawal of the territory of Luiza from the Province of Kasai Central.
The SCED considers these remarks absolutely inadmissible in a state of law and in a post-conflict region.
It vehemently condemns the authors of this statement, urges them to exercise restraint and refrain from invoking ethnic affiliations and using provocative language that could lead to hatred and violence.
She recommends that beggars for political positions refrain from instrumentalizing ethnicity or any manipulation that sows the seed of division.
It recalls that any individual responsible for incitement to tribal hatred is likely to incur criminal liability before the courts.
The SCED urges the Provincial Governor and his government to invest in taking ownership of the implementation of transitional justice mechanisms, with a view to consolidating peace, a guarantee of development.
Kinshasa, June 26, 2022.
